- Die Kulturflatrate ist ein Konzept für eine Pauschalabgabe, die an die Rechteinhaber digitaler Inhalte verteilt werden soll. Im Gegenzug soll dafür die öffentliche Verbreitung digitaler Kopien, beispielsweise in Filesharing-Netzwerken, zum privaten Gebrauch, legalisiert werden. Zur Umsetzung müsste nicht nur das (deutsche) Urheberrechtsgesetz geändert werden, sondern auch das Urheberrecht der europäischen Union sowie diverse internationale völkerrechtliche Verträge. Dabei geht es insbesondere um digitale Inhalte, die konsumiert werden, wie Bilder, Texte, Spiele und Filme. Unternehmenssoftware gehört in der Regel nicht zu solchen Kulturgütern, wobei hier die Grenze schwierig zu ziehen ist, da Programme wie Microsoft Office und Photoshop sowohl in Großkonzernen als auch in der Freizeit benutzt werden. - Various copyright alternatives in an alternative compensation systems (ACS) have been proposed as ways to allow the widespread reproduction of digital copyrighted works while still paying the authors and copyright owners of those works. This article only discusses those proposals which involve some form of government intervention. Other models, such as the street performer protocol or voluntary collective licenses, could arguably be called "alternative compensation systems" although they are very different and generally less effective at solving the free rider problem. The impetus for these proposals has come from the widespread use of peer-to-peer file sharing networks. A few authors argue that an ACS is simply the only practical response to the situation. But most ACS advocates go further, holding that P2P file sharing is in fact greatly beneficial, and that tax or levy funded systems are actually more desirable tools for paying artists than sales coupled with DRM copy prevention technologies. - Sejumlah alternatif kompensasi hak cipta telah diusulkan untuk pendistribusian dan penggandaan ciptaan digital yang dilindungi dengan tetap membayar royalti kepada pencipta. Artikel ini hanya membahas alternatif yang melibatkan campur tangan pemerintah. Model lain, seperti protokol pengamen atau lisensi kolektif sukarela, dapat sebagai "alternatif lisensi", meski sangat berbeda dan umumnya kurang efektif dalam memecahkan masalah "penumpang gratis". Masalah yang menjadi fokus adalah berkembangnya berbagi berkas secara peer-to-peer. Sejumlah pencipta ciptaan menganggap bahwa alternatif hak cipta menjadi satu-satunya respons terbaik terhadap situasi tersebut. Namun sebagian besar pendukung alternatif ini melangkah lebih jauh, serta berpendapat bahwa berbagi berkas secara peer-to-peer sangat bermanfaat, dan sistem yang didanai pajak atau retribusi tampak sebagai sebuah alat yang diinginkan pemerintah untuk membayar artis daripada penjualan yang dipadu teknologi pencegahan penggandaan seperti DRM.
