AbuseFilter tagging will not work for the first edit of an anonymous user with IP Masking

Description

What is the problem?

With IP Masking enabled, if a filter is set to tag edits it will not do so for anonymous user edits.

The next edit they make it will tag.

Without IP Masking enabled, AbuseFilter does seem to tag anonymous edits (example).

Steps to reproduce problem
  1. Make an AbuseFilter filter like the one here: https://de.wikipedia.beta.wmflabs.org/wiki/Spezial:Missbrauchsfilter/155
  2. As an anonymous user (you might need to clear your cookies first) make an edit
  3. Look at the edit you made in the revision history

Expected behavior: The edit should have a tag (which will appear on the revision history page at the end of the listed edit).
Observed behavior: Edit is not tagged.

There are logs for temp user with action: tag on red pages (for example 19:26, 7 June 2023), so the fix for the user task also fixed this.
