Adding a new language should have no pre-population

Description

Currently the title of the first (default) language is pre-populated in the editor, and the input labels are pre-populated in the Work Summary once the new language is selected there.
There should be no pre-population in either place.

Also as part of this, there is a bug that typing in the new language inputs before a new language is selected leads to updating the default language. This connection should be removed.
