Provide a way to highlight a given option in Preferences

Description

As someone communicating with communities, I sometimes have to redirect users to a specific checkbox or option in Preferences. This is partially doable, since some sections within a tab have an anchor to the title. However, I see two issues there:

  • you can have a lot of options within a given section. Even if you've been told which label to click on, you have to keep thin information in mind while coming to the section
  • if the option you have to click on is at the bottom of the page, then the anchor doesn't really work, since you would have all other options at the top of it.

The idea is to highlight the option you have to click on so that the two listed issues won't be an issue anymore.

With T126962 having been resolved, sections can now be highlighted, which makes the selected section obvious, even if it’s at the bottom of the page:
