Right now, PAWS will not allow administrative actions to be taken. This seems to be due to the Oauth consumer's permissions.
T120469 seems relevant here, maybe we do not want to set these until that is fixed?

I spent a fair bit of time trying to debug why I couldn't read deletedtext on PAWS before I came across this ticket.
By the way Pywikibot has 2FA login enabled with current master (release 8) due to T186274. This is important for sysop accounts.
