Problem

Edit summaries are significantly permanent: they cannot be edited except by Oversighters, appear in many highly visible places, and cannot be responded to directly (resulting in a total separation of context.)

How might the Anti-Harassment Tools team address this problem? New moderation tools for admins/moderators? Add an ability for a user to remove/obfuscate their username from an edit summary?
