Some users on Chinese Wikipedia are used to keeping a global Bulletin template in their talk pages. However, such templates put in flow board descriptions not only don't update with the templates almost forever, but are also non-responsive to action=purge. Since keep doing null-edits sound like an awful way to keep it working, flow should probably get some actions done on purge.
