For the Wikimedia cluster, you should make this request at https://meta.wikimedia.org/wiki/Talk:Interwiki_map.
If you meant this as a proposed change to MediaWiki core, I would suggest it is not appropriate for such a generic interwiki list.
MediaWiki software is used for a wide range of purposes. I personally think the default interwiki map should be limited to commonly used sites like Wikipedia. Many of the current inclusions on that list are there for legacy reasons, and deserve to be removed.
At the same time, there is no policy, so if you really think these should be on the default core interwiki map, feel free to write a patch. I really question whether that is a productive use of time, though.
No, they're not. Only on the WMF interwiki map.
Generally the core interwiki map only has actual wikis, with Google, Bugzilla etc being among the few exceptions.
