Strukturierte Techniken wurden entwickelt, um technische und anwendungsorientierte Probleme zu lösen. Die Anwendungen wurden im Laufe der Zeit zunehmend komplexer und die Hilfsmittel, die für eine Entwicklung einfacher Programme nützlich sind, sind für den Einsatz in umfangreicheren DV-Systemen, z.B. beim Aufbau eines bundesweiten Verkaufs- und Bestellsystems, nicht ausreichend.
