Add a util for filtering out nested interactives for event handling #381

Example:

click a card
card has a menu on it

Clicking the menu should not also click the card.

Two ways to solve:

menu trigger has stopPropagation
parent click handler filters out events from nested interactives
- useful if you never want to stopPropagation (for event delegation reasons)
