This sentence from 3.4.1 needs clarification and some grammar ❤️ :

The software and reusable workflow templates that HERMES provides does not constitute, or be provided
as, a “service” (web service, REST API, SaaS, PaaS, IaaS, etc.) or other infrastructure component.

This might be rephrased as

While the software and workflows that HERMES provides can be reused to provide services (e.g., web services, REST APIs, *aaS services), the HERMES project itself does not implement or provide such services or infrastructure components."
