It's as if it's not installed, no replanting happens, I have both the mod and it's proper dependency, Collective, both the proper versions for 1.21.1.

With the config set to require a hoe, nothing happens whether or not I have a hoe in my hand, and with it set to not require a hoe, it's the same result.
