"This practice is called ‘extreme rendering’. What that means is that the CIA
or some other US intelligence service purposefully sends or takes a suspect to
country known to inflict torture on detainees. That allows the US intelligence
service to skirt any troublesome due process considerations, keeps its hands
appearing clean, and provides it with ‘plausible deniability’. It is seen by
some as a means of ‘outsourcing’ the interrogation process".
