Just a quick remark that it is not true that "the Foundation representatives only directly notified that part of the community that is on the English Wikipedia" - this was [http://www.gossamer-threads.com/lists/wiki/foundation/282112 posted] on Wikimedia-l (formerly Foundation-l), quite the usual venue for such issues, and [[m:Wikimedia_Forum#RfC_on_the_Internet_Defense_League|on the "Wikimedia Forum"]] on Meta. One person [[n:Wikinews:Water cooler/policy#Wikimedia Foundation Request for Comment|on the English Wikinews]] has already pointed you to [[direct#English]].
