I don't think this suits at the start of the page. It should be further down the page, maybe under "tactics", there could be a small section there. I also don't think the secondary tactical causes is right there too. That should just be a short introduction about ETA. I will edit this soon, because as it is the topic start just looks messy. :I mived this section down to under "tactics, targets and attacks". It is more suitable there. The introduction was far too long. It should only be introducing, i.e. giving a basic idea of what ETA is. If the reader wants to know more, then he or she can scroll down.
