• Note that {{PD-Iraq}} on Wikipedia conflicts with {{DP-Iraq}} on Commons. Also, we are missing evidence that Iraq is the source country. As Iraq is not a signatory to the Berne Convention, Iraq can only be the source country if all of the following are true:

• The picture was first published in Iraq, and not published in any other country within 30 days,
• The photographer was a resident of Iraq, and
• The photographer was a citizen of Iraq.

Currently, we do not have any evidence of any of those. Journalists from all around the world typically take pictures of political leaders and publish them in newspapers and other publications in their home countries. Therefore, without further information, it is impossible to identify the source country of the picture. --Stefan2 (talk) 16:09, 26 November 2014 (UTC)[reply]
