Etymology

Compound of koiran (dog's) +‎ ilma (weather). One explanation is that since dogs were used to guard the house and stayed outdoors regardless of the weather, the idiom would have developed from a meaning such as "a weather that only a dog has to bear".

Similar idioms are also found in other European languages, such as German Hundewetter.
