Cost-Benefit Analysis and the Environment

Abstract: While the basic principles of cost-benefit analysis (CBA) are long-standing, the challenges entailed in applying these principles are constantly evolving. This paper reviews recent developments in environmental CBA since the publication of an OECD volume on this topic by Pearce et al. (2006). The character and direction of these developments also evolves over time and the current review reflects this process. Si les principes fondamentaux de l’analyse coûts-bénéfices (ACB) sont établis depuis longtemps, les problèmes liés à l’application de ces principes, en revanche, évoluent constamment. Ce document examine les récents développements en matière d’ACB environnementale intervenus depuis la publication par l'OCDE d’un ouvrage de Pearce et al. (2006) sur ce sujet. La nature et le sens de ces développements évoluent aussi dans le temps, et la présente étude prend en compte ce processus.
