The causes are, among which, difficulty to get raw material, increase of prices due to increase of fuel price, and increase of Rupiah rate toward US Dollar resulting in increase of production cost. Competitiveness in local, national or even international market is a key issue and tough challenge for West Java industries. Without capability and high competitive advantage, it is impossible for West Java industries to penetrate market. The purposes of this study are to (a) obtain the portrait of the issue from both the internal and external points of view which inhibit the improvement of competitiveness of West Java industries, (b) produce the planning improvement strategy of competitiveness of West Java industries as a base of provincial government policy to encourage the progress of local industries. The result of the study shows several main obstacles, one of which is inefficiency in running the business. That is why, it is necessary to take some efforts to maintain efficiency by implementing Supply Chain Management.
