Network analysis of SDG interlinkages

Abstract:
This chapter introduces key concepts in network science and applies them to matrices that describe interactions between the SDGs. The chapter attempts to provide a non-technical overview showing how properties of the matrices relate to overall patterns of co-benefits and trade-offs across the network. These matrix properties emerge naturally from the collection of individual interactions between pairs of SDGs and therefore link individual-scale and system-scale dynamics. Ideas from ecology lead to notions of hierarchy in networks and may help to understand and quantify, at least in a theoretical sense, questions of prioritisation among the SDGs. These methods help conceptually to understand the emergence of system-level behaviour, and they shed light on how one should understand and evaluate policy choices and policy coherence.
