Abstract: In article the analysis of problems and prospects of development of personnel and social policy of railway transport is carried out; need and expediency of introduction of competence-based approach in system of preparation, an assessment and selection of shots is proved; the model of corporate competences, which corresponds to the principle of sociocultural identity and considers those competences, which will promote achievement of the main corporate objectives-values of the Ukrainian railroads is offered; results of approbation of the given technique of an assessment of competences on students graduates of Kharkov’s transport higher educational institutions are presented.
