Des indicateurs pour identifier les effets des démarches participatives: application au cas du département du Gard

Abstract:
This article presents the approach used and the results obtained in the evaluation of some twenty participatory settings implemented by the Gard Department (level of government below the national level). The evaluation is based on interviews with 47 stakeholders and on an online survey of 72 people. We first discuss the complex nature of the effects of participatory settings and the constraints related to their evaluation and then present some indicators based on literature and interviews. These indicators distinguish: the concrete effects on the implemented measures, the effects on the Department's image and the organizational effects generated within its services and the social and personal effects for the participants. The use of indicators strengthens the evaluation. Almost all of the suggested effects were evaluated positively, generally at an average level although some effects were considered more important for both interviewees and those taking part in the online survey.
