- @Lord Belbury: I notified the user of this discussion on their user talk page, as you should have done per the above. — Jeff G. ツ please ping or talk to me 10:57, 30 August 2022 (UTC)
- @Jeff G.: Thanks Jeff. Is that necessary for even blatant spam-only accounts, where there's no possible counterargument that we should wait for and consider? And don't they get a ping anyway with the user3 template? --Lord Belbury (talk) 11:05, 30 August 2022 (UTC)
- @Lord Belbury: Yes and yes (but only if they haven't turned off notification of pings). The no-notification-needed vandalism reporting board here is COM:ANV. — Jeff G. ツ please ping or talk to me 11:16, 30 August 2022 (UTC)
- @Jeff G.: Thanks. I have wondered about that before, is spam considered vandalism? COM:ANV gives no link to a vandalism definition and Commons:Vandalism's example is "an obscene file is uploaded over an existing one, or another malicious change is made", and "malice" seems strong for someone who just really wants to promote something and isn't listening. --Lord Belbury (talk) 11:25, 30 August 2022 (UTC)
- @Lord Belbury: Yes. As a matter of fact, reports of spam to COM:ANV are routinely actioned. — Jeff G. ツ please ping or talk to me 11:44, 30 August 2022 (UTC)

- Done Blocked indefinitely. not here to contribute constructively Gbawden (talk) 11:48, 30 August 2022 (UTC)
- @Gbawden: Thanks! Would you care to comment on my contention that Admins here treat spam as vandalism, and thus reporting via COM:ANV is appropriate for it? — Jeff G. ツ please ping or talk to me 12:16, 30 August 2022 (UTC)
- @Jeff G.: Thats an interesting question. I don't consider it vandalism but I can see why it could be. I tend to view vandalism as disruptive editing done on purpose. Spamming like this could be a case of the user not understanding our rules and thinking they can upload what they feel like Gbawden (talk) 12:21, 30 August 2022 (UTC)
- @Gbawden: What about text advertising their website or promoting their name as a musical artist in violation of COM:CSD#G10? — Jeff G. ツ please ping or talk to me 12:27, 30 August 2022 (UTC)
- I've started a thread at Commons talk:Administrators' noticeboard/Vandalism to get a wider view on whether ANV accepting obvious spam reports would be useful. --Lord Belbury (talk) 14:38, 30 August 2022 (UTC)

Uploading copyrighted Taylor Swift album covers and press photos as CC Attribution after warnings, sometimes claiming fair use. Does not appear to understand Commons:Licensing, and either can't see or understand talk page messages asking them to stop.
Half their uploads are attempts to duplicate fair use English Wikipedia album covers on the Russian Wikipedia by uploading them to Commons as CC-Attribution, the other half are uploading press photos under the misunderstanding that saying which website you copied it from is enough to give it a CC-Attribution licence on Commons.
