Important Information for Applicants
Please note that only those applicants who meet the following criteria can apply for a Russian Government quota at HSE University:
- They are not currently studying under Russian Government quota at the same level of education they plan to enroll in (for example, they are not studying for a bachelor's degree if they want to enroll in a bachelor's degree).
- They do not have a degree of the same level of education they plan to enroll in (for example, they do not have a master's degree if they want to enroll in a master's degree).
Foreign applicants with dual citizenship, including Russian citizenship, may submit an application for a budget place under the Government quota. However, the decision on their admission under the quota and issuance of a study direction is made by the Ministry of Education and Science of Russia.
In accordance with clause 102 of Admission Order No. 1076, a separate competition for admission to undergraduate programmes and specialist programmes under paid educational services contracts is provided for foreign citizens and stateless persons.
Persons holding Russian citizenship are not considered foreign nationals according to the following legal acts:
1. Pursuant to Federal Law No. 115-FZ “On the Legal Status of Foreign Citizens in the Russian Federation”, dated July 25, 2002: “a foreign citizen is an individual who does not hold Russian citizenship and can provide evidence of their citizenship (nationality) of a foreign state”;
2. Pursuant to Clause 1, Article 10 of Federal Law No. 138-FZ “On Citizenship of the Russian Federation”, dated April 28, 2023. Therefore, foreign applicants with Russian citizenship cannot participate in the separate competition held by HSE University for foreign students applying for tuition fee places.
Therefore, any inaccurate information about citizenship provided by persons with Russian citizenship and/or their admission to studies under a separate competition shall be regarded as a violation of the academic institution’s admission procedures.
Pursuant to p. 2 of part 2 of Article 61 of Federal Law No. 273-FZ “On Education in the Russian Federation”, dated December 29, 2012, in case of any violation of the admission procedures at the academic institution, thus entailing unlawful admission of an applicant at the latter’s fault, educational relations may be terminated prematurely at HSE University’s initiative.
A violation of the admission process entails administrative liability for the educational institution under part 5, article 19.30 of the Code of Administrative Offenses of the Russian Federation.
