Foreword: This book contains the proceedings of the 23rd International Conference on Enterprise Information Systems (ICEIS 2021), which was sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC), held in cooperation with the IEICE Special Interest Group on Software Interprise Modelling (SWIM), ACM SIGAI - ACM Special Interest Group on Artificial Intelligence, ACM SIGMIS - ACM Special Interest Group on Management Information Systems, the Institute of Engineering and Management and the Association for the Advancement of Artificial Intelligence (AAAI). This year ICEIS was, exceptionally, held as a web-based event, due to the COVID-19 pandemic, from 26 - 28 April. Published papers reflect research work in the areas of “Databases and Information Systems Integration”, “Artificial Intelligence and Decision Support Systems”, “Information Systems Analysis and Specification”, “Software Agents and Internet Computing”, “Human-Computer Interaction” and “Enterprise Architecture”. ICEIS 2021 received 240 paper submissions from 42 countries in all continents, confirming it as one of the largest conferences in the World in the area of Information Systems, thus demonstrating the success and global dimension of this conference. From these, 59 papers were selected for publication and presentation at the conference as full papers. These numbers, leading to a full-paper acceptance ratio of 25%, show the intention of preserving a high-quality forum for this conference, a quality that we intend to maintain in the future, for the next editions of this conference. The high number and high quality of the received papers imposed difficult choices in the selection process. To evaluate each submission, a double-blind paper review was performed by the Program Committee, whose members are highly qualified researchers in ICEIS topic areas. All presented papers will be available at the SCITEPRESS Digital Library and will be submitted for indexation by Web of Science/Conference Proceedings Citation Index (ISI), DBLP, EI (Elsevier Index), Scopus, Semantic Scholar, Google Scholar and Microsoft Academic. Additionally, a short list of presented papers will be selected to be revised and expanded into a forthcoming book of ICEIS 2021 Selected Papers to be published by Springer in the LNBIP Series. Furthermore, a special issue of Springer Nature Computer Science Journal will be published with some papers presented at the conference. The technical program of the conference included 5 keynote speeches delivered by internationally distinguished speakers, namely: Jan Recker (University of Cologne, Germany), Stefan Kramer (Johannes Gutenberg - Universität Mainz, Germany), Panos Markopoulos (Eindhoven University of Technology, Netherlands), Eric Prevost (Oracle, U.S.A.) and John Grundy (Monash University, Australia). Their participation positively contributed to reinforce the overall quality of the conference and to provide a deeper understanding of the fields addressed by the conference. Complementing this, we’ll have a tutorial session lead by Ilia Bider (DSV, Stockholm University, Sweden). We sincerely thank all the authors for their submissions and participation in ICEIS 2021. Furthermore, we are grateful to all the members of the program committee and reviewers, who helped us with their expertise, dedication and time. We would also like to thank the invited speakers for their excellent contribution in sharing their knowledge and vision. Finally, we acknowledge the professional support of the ICEIS 2021 team for all organizational processes, especially given the need to introduce online streaming, forum management, direct messaging facilitation and other web-based activities in order to make it possible for ICEIS 2021 authors to present their work and share ideas with colleagues in spite of the logistic difficulties caused by the current pandemic situation. We hope that all colleagues who participated in the conference and/or read its proceedings, find this a fruitful and inspiring conference. We hope to contribute to the development of the Enterprise Information Systems community and look forward to having additional research results presented at the next edition of ICEIS, details of which are available at http://www.iceis.org.
