International Symposium on Development and Governance in BRICS

On September 24-25, the International Symposium on Development and Governance in BRICS was held at Fudan University in Shanghai.  The event was organized with the support of the Chinese Society for Public Sector Reform.

Chinese experts actively support the development of cooperation and knowledge exchange in the field of public administration and have created a website dedicated to best practices of public administration - http://www.brics-info.org.

Experts from the Dr. Seaker Chan Center of Comparative Political Development Studies, the School of International Relations & Public Affairs at Fudan University, COPPEAD Graduate School of Business – Federal University of Rio de Janeiro, Getulio Vargas Foundation, the Indian Institute of Management, and the University of the Western Cape took part in the event. HSE staff members also participated in the symposium.

Alexey Barabashev, Academic Supervisor of the School of Public Administration, spoke on Measurement of Civil Servants’ Performance in Russia: Theory, Existing Practice, and New Top-Down Approach. Alexander Kalgin, Lecturer at the Department of Theory and Practice of Public Administration, presented a report entitled ‘Self-selection into Government Bureaucracy in Russia: Is the Negative Selection Hypothesis Justified?’ Andrey Klimenko, Head of the School of Public Administration, spoke on ‘Preconditions for Effective Strategic Planning’.

Following the symposium, the participants agreed to pursue joint comparative research, share analytical materials, and organize joint educational programmes and summer schools. A collection of the best reports and a monograph featuring an analysis of public sector reforms in BRICS countries will also be published.
