There is no download that is just the headless PDE-Build. The closest is
the "Eclipse Classic"
http://www.eclipse.org/downloads/packages/eclipse-classic-36 0/heliosr

However, Eclipse Platform Releng maintains a project
"org.eclipse.releng.basebuilder" in cvs. This contains everything used to
run the platform releng builds. This project is also commonly used by
other projects at eclipse.org.

You can get it via anonymous cvs from dev.eclipse.org, /cvsroot/eclipse,
org.eclipse.releng.basebuilder. You would want to get a specific tagged
version, "R3_6" is the version that was used to build the final Helios
bits, but it itself would contain earlier versions of bundles.
