18 august 2012 - Niagara Falls, Ontario. Niagara Parkway. Bus is owned by Niagara Transit and operated by Niagara Parks Commission on the "Green" route along the Niagara River. These LFS artics replace the Orion IV + trailers. 3 other routes Red, Blue & Purple are operated by Niagara Transit using LFS artics numbered in the 5200 series, which replaced the Orion V and VII buses. All 4 routes carry WEGO livery and use a common fare system.

So if it's actually owned by Niagara Transit and operated by Niagara Parks Commision, it should rather be pinned under Niagara Transit as the owner, with the NPC set only to Rental.
I thought about that but the set up page for new vehicles definitely states Operator rather than Owner.
