Under the patronage of Dr. Ahmed El-Kased, President of Menoufia University, the Administrative Control Authority, in cooperation with Menoufia University, organized an awareness seminar to identify the dangers of corruption and how to confront it, as part of the celebrations of the International Anti-Corruption Day, in the presence of Major General Abdel Hamid Youssef, Head of the Administrative Control Authority Office in Menoufia Governorate, and Major Mohamed Yehia, Member of the Administrative Control Authority in Menoufia Governorate

At the beginning of his speech, Dr. Ahmed El-Kased, President of Menoufia University, welcomed the guests of the seminar and the attendees, and also welcomed Major General Abdel Hamid Youssef, Head of the Administrative Control Office in Menoufia, Major and Mohamed Yehia, Member of the Administrative Control Office in Menoufia Governorate, and Dr. Shaden Moawia, President of Sadat City University.

The university president pointed out that the world celebrates the International Anti-Corruption Day on December 9th of each year, as this occasion is an opportunity to raise awareness of the dangers of corruption on development and society in general, as it is one of the main obstacles to progress and achieving sustainable development.

The university president stressed in his speech that Egypt is one of the first countries to ratify the United Nations Convention against Corruption, and was a pioneer in supporting law enforcement agencies and combating corruption through its agencies and institutions, headed by the Administrative Control Authority, which represents Egypt in implementing the International Convention against Corruption.

The envoy added that since His Excellency President Abdel Fattah El-Sisi assumed power, he raised the slogan of "fighting corruption", and his phrases were clear during the celebration of the golden anniversary of the Administrative Control Authority, as he launched a new system of work to fight corruption, corruptors and stakeholders, stressing that he will not accept corrupt or failed people, and that this will be applied on the ground, insisting on taking the state's right, and rejecting all forms of looting and corruption.

The President of the University pointed out that the efforts of the Egyptian state in this context were not isolated from international efforts to combat this phenomenon, as Egypt is committed to international accounting and auditing standards and systems in accordance with the highest requirements by joining the relevant international, African and Arab agreements.

He said that in this regard, the National Strategy for Combating Corruption was prepared to aim to establish foundations, goals and policies that ensure the containment of corruption and the activation of a societal culture that rejects it by launching the first National Strategy for Combating Corruption (2014-2018), the second National Strategy for Combating Corruption (2019-2022), and the third National Strategy for Combating Corruption (2023-2030), which enhanced the confidence of the United Nations in assigning the organization of the International Conference on Combating Corruption, which was held in December 2021 AD to the Arab Republic of Egypt with the attendance of 186 countries. The strategy achieved positive results by developing the legislative structure supporting the fight against corruption, such as the Civil Service Law, the Investment Law, the Law on Combating Organized Crime and Human Trafficking, and amending some laws such as the Law of International Bodies and adding some crimes such as foreign exchange to the jurisdiction of the Administrative Control Authority.

The university president also said that the National Academy for Combating Corruption was established, where a large number of Egyptians and non-Egyptians were trained on ways to combat corruption, with the importance of increasing community awareness of the importance of preventing and combating corruption by activating the role of student activities and preparing the curriculum for universities under the title "Human Rights and Combating Corruption" and organizing media and advertising campaigns to raise awareness of the importance of preventing and combating corruption.

At the end of his speech, Dr. Ahmed El-Kased thanked the Administrative Control Authority for their valuable participation, which has a great impact in raising awareness of the dangers of corruption that affect our societies, and the importance of collective work to enhance integrity and transparency in various sectors, stressing that combating corruption is not just a responsibility that falls on the shoulders of official bodies, but rather a duty on all of us as individuals in Egyptian society.

For his part, Major General Abdel Hamid Youssef pointed out that the Administrative Control Authority is an independent Egyptian oversight body affiliated with the President of the Republic. It was established by Law No. 54 of 1964, with the aim of preventing and combating corruption in all its forms and taking the necessary measures and procedures to prevent it, to ensure the proper performance of the public function, and to preserve public money and other state-owned funds.

Major General Abdel Hamid Youssef reviewed the concept of corruption, its types and negative effects, the Egyptian Constitution in the field of combating corruption, the tasks and competencies of the Administrative Control Authority and the crimes it is specialized in controlling, the role of the oversight agencies and the vision and mission of the National Academy for Combating Corruption.

He spoke about the origin of the celebration of the International Anti-Corruption Day, noting that Egypt is one of the first countries that sought to combat corruption in all its forms and types.

During the symposium, a presentation video was shown that embodies the development witnessed by the Administrative Control Authority in line with the digital transformation by predicting crises and amending laws to deal with emerging crimes, in addition to the information environment project and openness to Arab and international counterparts and adopting awareness campaigns with various media outlets.

In addition to showing short videos of the Authority that reflect the forms of corruption crimes, the history and objectives of the National Academy for Combating Corruption and its role as one of the pillars of raising awareness and keeping pace with development in all areas of the Authority's work.

The seminar was presented by Dr. Duaa Al-Shaer, Lecturer at the Faculty of Education.
