     Sir Charles Inigo Thomas was born on 21 November 1846 at Steyning, Sussex, England.1,3 He was the son of Freeman Thomas and Amelia Frederick.1 He married Emma Millicent Evans, daughter of James Nesbitt Evans, in 1888.3 He died on 9 May 1929 at age 82.3
     He held the office of Justice of the Peace (J.P.) for London.3 He held the office of Permanent Secretary to the Admiralty between 1907 and 1911.3 He was appointed Knight Grand Cross, Order of the Bath (G.C.B.)3
