Sir Cecil Francis Joseph Dormer was born on 14 February 1883.2 He was the son of Hon. Hubert Francis Dormer and Mary Jane Elizabeth Digby.1,2 He married Lady Mary Alice Clara Feilding, daughter of Rudolph Robert Basil Aloysius Augustine Feilding, 9th Earl of Denbigh and Hon. Cecilia Mary Clifford, on 25 February 1915.1 He died on 28 July 1979 at age 96, without issue.2
He was Assistant Private Secretary to the Foreign Secretary in 1915.2 He was Chargé d'Affaires to Caracas between 1919 and 1921.2 He was appointed Member, Royal Victorian Order (M.V.O.)1 He was First Secretary of the Legation to the Holy See between 1921 and 1926.2 He was appointed Knight Commander, Order of St. Michael and St. George (K.C.M.G.)1 He was Counsellor to Tokyo between 1926 and 1930.2 He was Envoy Extraordinary and Minister Plenipotentiary to Bangkok between 1930 and 1934.2 He was Envoy Extraordinary and Minister Plenipotentiary to Oslo between 1934 and 1941.2 He was awarded the Grand Cross, Order of St. Olav of Norway.2 He was awarded the Norwegian War Medal.2 He held the office of Ambassador to the Polish Government in Exile in 1941.2 He was awarded the Order of the White Eagle of Serbia.2
