No mountain in Norway ever closes for tourists, only some facilities do. So the cabin on the top is obviously closed during the winter, and going up there (on skis) in the winter is not for the average tourist. There could be avalances, and if there`s a lot of ice you definitely don`t want to slide down all the way. I`ve been to Gaustatoppen twice in August/September, but that was before I was a teenager, so it`s really about time I`ll go there again soon. In September the air is dryer so you will be able to see a lot further than for example in July.
You are more lucky than me. I`m not able to visit Norway in Autumn. :P I think you are right with that area what you can see, but this time when I was, all the time I`ve got a lot of clouds and it was not possible to see more than Rjukan area
