Empirically,
a(4n) = 10n - 2 except for a(0) = 1
a(4n+1) = 9n + 3
a(4n+2) = 8n + 6 except for a(2) = 4
a(4n+3) = 9n + 6. (End)
If these are correct, the sequence has g.f.
